Your city is considering a proposal to require car owners to pay an additional fee if they drive cars that do not meet environmental standards set by the city for air pollution. Do you think this is a good idea? Explain why or why not. Support your opinion with specific details and examples.

From my perspective, I firmly believe that this is a great idea.
Firstly, the additional fee will act as an incentive for car owners to take environmentally friendly actions because when facing the extra cost, car owners will be more motivated to buy cars that run on green energy. For example, a car owner might consider purchasing an electric or hybrid car, which will produce fewer emissions.
Secondly, this proposal can significantly improve the air quality in the city since there will be fewer cars on the streets and thus fewer pollutants released into the air. As a result, people will be able to breathe cleaner air, which is beneficial for their health.
act as 充当
incentive /ɪnˈsentɪv/ n.
take environmentally friendly actions
be motivated to do sth
hybrid /ˈhaɪbrɪd/adj. 混合的
hybrid car n.
be beneficial for 对…

The way I see it, this proposal is a very good one.
The main reason is that it can drive technological innovation. To avoid the additional fee, car manufacturers will be spurred to develop more advanced and environmentally-friendly technologies, and car owners will be more likely to adopt these new technologies, which is good for the environment in the long term.
Moreover, it reflects the principle of fairness. You know, it’s fair to those car owners who make an effort to use environmentally-friendly cars. By charging non-compliant car owners, the city is rewarding those who contribute to environmental protection, which may encourage people around them to follow suit.
technological innovation n.
spur /ˈspɜː(r)/ v.
be spurred to do sth
in the long term
the principle of fairness
make an effort to do sth
contribute to…
As for me, I don't think this is a good idea.
To begin with, it will increase the economic burden on some car owners, especially those with low incomes, which may affect their daily lives. For example, to my knowledge, there are families who still live paycheck to paycheck; if they are fined, they may be in bigger trouble.
Secondly, there are a lot of difficulties in implementing this policy, so it’s unrealistic. For example, it would be extremely difficult to detect which cars meet the environmental standards and which ones don’t. This could also be very money-consuming. I think the money can be used to do other more meaningful things.
to my knowledge 据我所知
live paycheck to paycheck
