Task 2：Governments are encouraging industries and businesses to movefrom large cities to regional areas. Do the advantages outweigh thedisadvantages?

 

考题分析：本题属于利弊讨论。好处是：促进了regional areas的经济发展；减缓大城市的环境污染/人口过度拥挤等问题；同时也有效的缓解了社会资源分配不均（unqual distribution of social resources）带来的系列问题。坏处是：可能会造成regional areas的新的环境破坏和资源的过度使用，或者某种程度上会阻碍industries和business的发展。
