　　主句部分：voices now come from many quarters
　　insist部分是分词后置定语，修饰voice，这里是倒装，或者叫做主语修饰语后置，是倒装的一种，这个语法点以后还会出现：
　　insisting①that the science about global warming is incomplete, ②that it’s OK to keep pouring fumes into the air until we know for sure.
　　两个that部分都是宾语从句
　　① that the science about global warming is incomplete
　　incompelte adj. 不完整的。（和吸烟那个问题是一模一样的吧，这里就等于第一段的“inconclusive、uncertain”这些词）

　　② that it’s OK to keep pouring fumes into the air until we know for sure.
　　这里的it是形式主语，to部分才是真正的主语
　　pour sth into sth：把...倒入...。
　　fume n. 烟雾（CO2）
　　until部分是时间状语从句：until we know for sure. （和这里是不是很像呢——that we didn’t know for sure）

　　this指上文说的要等到确定了，人们才信这件事情

　　冒号后面是具体解释：by the time 100 percent of the evidence is in, it may be too late.
　　100部分是省略when的定语从句，修饰time，当先行词为时间时，关系副词可以省略

　　with部分是伴随状语
　　the risk指的是全球变暖带来的危险
　　prudent adj. 谨慎的；精明的
　　take out：取得
　　insurance n. 保险；保险业

　　总结：第三段是说，现在，全球变暖的现象就和以前吸烟的现象一样，都是很多人不信，但是，现在还没有关于全球变暖的100%的证据，但是，等到有的那天，就太晚了。所以，谨慎的国家（民族）应该现在就制定一些保险的政策（相信科学）。
