　　总结：第一段是说，正规教育和经济增长之间的关系被误解，因为，传统的观点是认为，教育进步，经济才会进步，但是，在贫穷的国家建立新的教育系统，然后让更多的人接受教育，从而，促进经济发展，这个过程需要2、3代人，时间太长。而且，这种传统看法是错的。有研究就表明，在世界上所有的国家，工人不一定非要接受正规教育，才能促进经济发展（提高生产效率），而是，只要通过职业训练（培训）即可提高生产效率，促进经济发展。也就是说，不接受正规教育，也能促进经济发展。所以，就是正规教育对经济发展的作用其实被高估了。这就是第一句说的misunderstand的内容。
